the holodeck is a vital facility on voyager that lets the crew take their mind off their long journey home

The Holodeck system on the U.S.S. Voyager deviates from standard design philosophy which favours centrally powered, interconnected systems.

Voyager's Holodeck is not connected to the primary power grid and has its own dedicated holodeck reactor engine system that isnt even compatible with other shipboard systems

On a relatively small ship like Voyager, taking the energy intensive holodech system out of the central warp and inpulse power loop has benifits - including improved overall engine performance and faster cycling times for weapons systems.

However, the trade off doesnt seem like a very good deal if you're Captain Janeway and your primart power reserves are so low that the crew is subjected to energy saving rations and radical lifestyle adjustments even though the holodeck is powered up and ready to party. Attempts to get the two systems to cooperate blow out a series of primary power grid relays.

When the Hirogen took control of Voyager, all the ships's holodecks were used to simulate the hunt that the Hirogen were so fond of. Several deck of the ship were even integrated into the holodecks, so that they could be expanded. They were eventually running at full capacity to the point that power relays were blowing out regularly and required maintenance around the clock. The crisis was eventually resolved when Captain Janeway broke the prime directive and offered holo-technology to the Hirogen so that they could continue the hunt themselves.
